I have had similar situations where the second 
high bidder has bid right up to my bid.  Usually 
it is because the bidder does not know your 
maximum but is making an assumption of the high 
bid, or he/she has a limit of xxx amount.  They 
are hoping they will get the item for an amount 
between your visible bid and their max bid.
