I used Rinkya to buy some cel dougas for $30.  I
was under the impression that a cel douga is
related to a cel and should fall under the cel
sale.  Now, I am being charged an additional $20
fee because they say that a douga is not a "cel".  

Now, from what I understand, a douga is a direct
precursor of a cel.  Has this problem ever occured
to someone else when using Rinkya? 

I paid $35 for the douga and now I am being
charged a fee of $40 (with shipping/exchange
rate/bank fee/etc) because they say it isn't a cel.
