You can now include your "auction amount" in with 
your normal order, next to it's real price on the 
site. Given this, I don't know if Han contacts 
people about the auctions anymore. I have never 
had a cel go to auction, but then I don't agree 
with that practice anyway and would refuse to 
participate.  Telling me I have to pay more than 
the price advertised if I "really want the cel" 
is the perfect way to make me not want it anymore.

I don't think you even know if you win by the 
lottery vs. winning by ordering first. I don't 
think they tell you - that's just their policy if 
a cel is popular.
