I live in Holland, your northern neighbor. 
The "insurance" you're seeing is probably the 
Douane on your cel. The import tax you must pay 
when impoting high priced goods into the EU.

I have to pay this on every cel I buy which is 
over 50$. It's just the same as the high tax you 
pay when you buy a CD or a DVD. It's normal. You 
should have realised this.

Sometimes, if you're lucky, they'll charge you 
the tax rate for "Artwork" instead of "Cel", 
which would be a mere 6% in my case.

I hope this clears things up a bit. Buying cels 
isn't a necessity, it's a luxury, and the tax 
rate clearly shows this. If you can't afford 
them, don't buy them. They are beautiful, but 
they are not worth going into serious debt over.
