I allow 0 fb bidders to bid, too, all I ask is 
that they contact me before bidding, and send 
their contact info. I think it creates a "good 
faith" measure that lets you the seller feel more 
at ease with their bidding, and it gives the 
bidder the chance to prove they're legit, and get 
a good rating going.
