Wow.
This is a very bad situation, as far as this
dealer's practices are concerned. Looking at the
feedback, it is very clear to see that you are not
alone.
One wouldn't think that anyone would damage their
reputation for $40. But, this might have been one
time to believe what is being said by others in
feedback. That is a lot of negatives (24) and
neutrals (30), almost all with a similar
complaint. Many people seem to have paid for their
items and received nothing, some even state that
they resold the cels. The seller seems to state
each time that they didn't get their money and
that the person did not email them. Far too many
times than is normal, even in unusual situations.
Even many of the positives are not particularly
positive. The ratio of unhappy customers to
satisfied ones is far too high for comfort.
It looks like there is probably more than one
person doing business under this name. One may be
perfectly decent, and another that is extremely
sloppy and makes excuses (and blames the
customers) for their own mistakes. In fact, I
would be willing to guess that the person who is a
good dealer (judging by the fact that they have
over 500 happy customers, they do it right fairly
often) is not aware of the problem you are having.
Perhaps getting their user information and trying
a phone call would help? Or have you done that
already?
