For production art (non-hanken) some of the most expensive would include: On your Mark, the Miyazaki music video (cheapest cel I've seen was $5000 and went well over 5 digits from there), X^2 (also seen many over $5000 from that short), premium Lodoss cels (also same price range), and any quality cels from Castle of Cagliostro.
