I thought I would throw my 2 cents in here.  I am 
not a expert on Dragonball cels by any means, but 
I have been collecting Sailor Moon cels (a Toei 
product, as well) for quite a while now.

This is purely a guess, but I am wondering if 
this is a Toei reproduction cel.  I have two SM 
cels that I am 99% sure are repros.  One is a 
Sailor Jupiter cel exactly like the one that just 
recently sold on eBay.  It has no sequence 
number.  The only thing that indicates it is a 
repro is it came with a separate piece of 
cardboard that says 47/100.  But the weird thing 
is when compared to a screen cap of the scene in 
the anime it is identical except for some 
shadowing and very minor line differences.  For 
example, they painted her collar and the shadows 
on her collar the wrong colors of green.  There  
are the same kind of slight differences on my 
other repro cel of Sailor Mars, too.

It kind of irks me that studios make it so 
difficult to tell the repros from the real 
production cels.  Makes it real easy to get 
ripped off.  I'm not only talking about buyers 
here, but dealers also.

Like I said, it's just a guess, but it seems to 
fit what has been described in this thread.
