A laser copy of the original background shouldn't
affect the value of a cel except perhaps for the
price of doing the copy :)

Now, if the laser copy is the original background (as
it's sometime done by some studio for special effect),
it will depend of people : some will say that as it's
just a print, it doesn't add any value. Other will say
that as it's the "original setting" used for the anime,
it has some value.

Note that if I remember correctly, AIC is also stamping
their laser copy backgrounds when they give it with cels.
(and no, I don't think that they are doing laser copies
just to put them with cels)
