You've been given some *excellent* suggestions! Follow
them! There's one more that not many people know about -
for a person to gain an account on Ebay, they have to have
listed a phone number. If you have an Ebay ID, you are
allowed access to that number! I've taken bad sellers
off-guard at times by up and calling them and asking what
they think they're doing. (I do this politely, of course.)

One thing to note, when you ask for their personal
information, you will receive it, but they will be sent
yours as well with a notation that you have requested
theirs. You can request personal information by going
through this route:

Go to the site index.
Go to "Investigations" under the "Safeharbor" heading.

On that page near the bottom, you will see a link for "The
Registered User Information Request Page". That is where
you go for the personal information. Obviously, I hope
everyone on this forum will use a tip like this with
discretion.
