One thing to note is that Ebay does not allow underage
bidders *OR* sellers due to the fact that they cannot
legally enter into a binding contract. If you have
suspicions that a bidder or seller has misrepresented their
age to Ebay, you should contact Ebay authorities
immediately.

One thing you can do (unfortunately only if you are a
seller) is to require proof of age from all winning
bidders. And don't just accept any licence they photocopy
to send (it could easly be their parent's) but go and check
who's name is actually attached to the ID.

You can't stop someone (or their family) from investigating
you before completing a sale. But you can require that they
conform to your rules regarding *where* payment needs to be
sent, *for how much* the payment needs to be (assuming you
have not directly stated shipping costs in the item
description), and *when* the payment needs to be sent or
received (for example, within X number of days, etc). If
they do not abide by your rules - which need to be stated
in your item description - then you can legally discontinue
the transaction with them and report them to Ebay as having
not honored their bid. . . Something which Ebay considers a
decently serious offense.
