Unfortunately, I've been through this before.
Start by filing a complaint with ebay and leave
negative feedback. It will get the ball rolling, so
to speak. Send her another email saying you are filing
with SafeHarbour and postal fraud if you do not get
your cel. Do not mess around. Just do it.
If you sent a postal MO then you are covered on the
Federal level (U.S.) as well, and can file fraud.
When you file with SafeHarbour, you are filing for
fraud/insurance as one unit.
Start with the complaint from Customer Service.
Leave the feedback.
Send her the email.
If you do not hear back from her within a reasonable
time, proceed with SafeHarbour.
I say this from experience. Others might say "too harsh"
