You are supposed to bid the maximal amount you want to pay for the item. That you do it days or seconds before the end of the auction doesn't change anything : If someone outbid you, that's because you weren't willing to pay that much so it doesn't matter that it was during the last few seconds... Now, naturaly, many people don't bid the max they are ready to pay. They will bid something then ask themselve during hours if they shouldn't bid more... But nothing force them to do it that way.
