Hi, well, I have no clue about the cel numbering thing, but
I can tell you about the cel books.

My first cel book was from CelMart as well.  CelMart's cel
books have a MUCH more flexible cover than the black Itoya
ones.  They also come in a variety of colors as opposed to
Itoya.  Usagi's House also sells both kinds as well:

The flexible ones are also cheaper in price than the Itoya
ones.  Ever since I discovered the Itoya ones, I have used
those instead of the more colorful flexible ones because I
liked their stiffer covers, AND they can hold more cels.  To
keep my first cel book from bending, I now place it between
my Itoya cel books =).  You can find Itoya cel books at
almost ANY of the web cel dealers (Usagi's House (which is
now out though), Noriko's Place, Nichibei Anime Club,
Animanga, Asylum Comics and Anime, etc.), though shipping
will cost you.  You should also try your local art store
(not craft store like Michael's).  They should also carry
them as well, PLUS you don't have to pay shipping.  My local
art store (Dick Blick Art Supplies) sells them for $10.00
plus sales tax =), but they are ALWAYS running out!

So, you really didn't get "ripped off" on the cel book.
It's just another variety that's out there =).  I still use
mine for my miscellaneous show cels.
