I personally don't condone the practice of buying cels from
a dealer and the turning around and selling them for a
higher profit, but as long as there is free enterprise,
there really isn't anything that can be done to stop people
from doing that.
As long as people are able to buy cels from dealers, people
will also be able to buy cels from dealers and then turn
around and sell them for high prices.
The only things that can be done to solve that practice is
to either not purchase cels from the people that do that,
or for the dealers to be alerted and not sell cels to people that do that.
I honestly don't think either will happen anytime soon.
