I believe this new computer system is eventually going to be
installed in every post office in the country. I know some
of the people at IBM who are selling them to the post
office (but don't flame me, I had no part in it). The post
office closest to me has the new system, and I can still
get IPMOs there, but the one closest to where I work does
not have IPMOs, and I think they still have the old 
computers.
I don't know what the deal is with your old post office, 
maybe they're using this transition to scale back some of
their services. But to avert widespread panic among US cel
collectors, I don't think getting a new computer system
will automatically mean your post office doesn't have IPMOs
any more. At least, I hope not, but no promises.
