I had a person contact me about a cel, they didn't
have the money but said would get it soon.  That
never happened (their loss).  So, if make the 
offer definitely have the money handy in a 
fairly short time frame (3 weeks max), else
you run the risk of angering the seller so that
they might not want to deal with you in future.
