...I'd go with option number two. I really don't 
like offering unless I have the money on hand. 
Also, part of collecting is the risk you 
take...it's hard to gain without sometimes going 
out on a limb. Your offer may not be accepted, 
but at least you know that, if it is, the dealer 
won't get angry at you for not having the money 
on hand and then sell the sell to the next 
person. I would feel more devastated knowing that 
than if I had sold my cel and my offer had been 
turned down...at least I tried.

Also, worse comes to worse...then you have a 
little cash that perhaps you needed, but you 
couldn't bring yourself to sell any of your cels 
to aquire.
