I've sent IPMOs to many countries - including 
Canada - and no one has ever been charged a fee 
to cash them. It is possible that the person 
tried to take the IPMO to their *bank*, not their 
*post office*, in which case the bank probably 
tried to treat it like a foreign check instead of 
an IPMO.

IPMOs need to be taken to a post office to be 
cashed.
