The receiving person does not need to pay a fee.

When you buy the IPMO, the amount is in USD and 
you pay the post office in USD. When the seller 
cashes it in, they get that eqivalent in their 
native currency. You have to be careful you send 
enough or they will not get the full amount 
you're trying to send.
