I don't understand this.  Do you mean layers that 
were never meant to go together, or layers that 
belong together but which have been shifted around 
somehow?  I would think either practice would 
produce a cel that would look funny.  -?-

As for your situation, Drac, I think it is simple. 
 If you bought the cel based on a scan, and the 
item you received is different from that scan, 
then you have a legitimate complaint.  I don't 
care how minor the difference is (excluding small 
blemishes due to transit---EXTRA LAYERS AND BODY 
PARTS DON'T APPEAR IN TRANSIT!).

Complain.  Return for a full refund or at least 
ask for a partial refund.  IMHO, an unadvertised, 
stuck layer is "damage".
