There is only one set of original settei.  
Photocopies are nothing but photocopies.
One person I know who's an animation studio staff 
told me that the reason they made photocopies is 
that they need to distribute it among certain 
staff in certain department usually for "image 
design quality" control. and they certainly would 
not be circulating the originals. So the 
photocopies are actually scratch paper, simply 
put, trash.

For your last question, I really don't have a 
straight answer. you just need to be well 
informed and ask whenever necessary. For example, 
many Japanese anime magazines often include 
special insert booklets full of anime settei.  
Also, copyright holders release settei collection 
books that you can buy from bookstore.
