"Poweranime" is run by a cel collector. He allows 
other's to use his space to sell cels instead of 
other venues. So, not all of the prices are set 
by him, but by other collectors. He of course, 
has cels from his own collection put up for sale 
too. It is sort of a collectors from anywhere, 
sells spot. So, I think that if you see 
some "uneven behavior" that it may be due to the 
individual nature of the poster.
