Definately, touched up scans should be noted.
Cause it can possibly look different when looking at it 
w/o touch up.  I also think that you should have the scan 
w/o touch up showing in gallery.  If the owner's 
intention is to sell that cel.

Never wanna mislead buyers with touch-ups~ ^^;
