This is just an assumption...

The shill bidder boosts auction up to $250.00 for 
3255484587. Shill Bidder  assume the current 
bidder is probably bidding the same amount for 
the other Trunks cel 3255484367, so they boost 
that auction. Unfortunely, that high bidder 
wasn't paying as much for this Trunks, and ended 
up being the new high bidder for  3255484367.   
Shill bidder waits one day hoping someone comes 
and outbids them.  No change in bidding, so shill 
bidder panics, retracts bids, uses their 10 mins 
available to make a new ID (trunks-is-my-hero 
which was made that day according to ebay) and re-
bids to maximize profit. Shill bidder bid onces 
before and retracted on that auction, so they 
know what the current high bidder's actual bid is.
