For what it's worth, I have all of animanga.com 
and cels.org set on the most restrictive zone 
settings in IE, and I never see pop-ups here.  
You don't need javascript running to view or post 
to the forum.  You *might* need javascript to use 
the picture upload feature, but I always host the 
pictures on my own web site and type in the IMG 
tags myself.  And even with the severely 
restricted settings (which I tweaked to be even 
more anal than the default), Keep Track still 
works, and I can order cels from the Animanga 
Cels Shop with no problems whatsoever.

If you don't want to mess with the IE zones, 
SpyBot Search and Destroy will take care of the 
nastiest of the nasty spywares.

For pop-up blocking software, I really like the 
one built into the Google toolbar... a nice 
little add-on to a great search tool.
