you're absolutely right, if they want it enough 
they will offer high. I myself usually offer 
considerably higher than what I think the person 
paid when I really want something. I put myself 
in the person's shoes and wonder what would 
convince them to let go of something dear to 
them, especially if there was no offer period 
and the person isn't out of a job or something 
dreadful.
