Look at the auction for the Vegeta cel - I know
images come in all sorts of sizes and stuff, but
this looks a lot like a "screencap" where the
fancel artist didn't bother to extend the lines
to make it appear like a real cel.

(Also, no production numbers, like the other 
one... the one you posted a link to also looks
weird, and I'd bet definitely not a real cel.)
