I agree that Ebay needs to be stricter on whom they 
allow to have an account, but keep in mind that 
dishonest people also have diver licenses, credit 
cards and social security numbers and many careless 
parents allow their under-18 kids to use their 
accounts and/or get their own.  Short of doing a 
costly complete background check on every single 
person, there really isn't anything Ebay can do.
