You can perfectly insure cels and you don't need
proof of what they are worth (as long as it's
reasonable) : It's the amount you insure that
will determine what you have to pay for the
insurance.
Check a specialized insurance... (and if you
really can't find one, you can always take an
insurance with the Lloyd)

Don't be stupid please. Most cels are sold
(or given) by the studio that produced them.
They have perfectly the right to do so and you
perfectly have the right to buy them. It's
totaly legal.

Sure, you own the cel once you bought it.
Yes, you don't own the "picture" and right to
use it. Nothing differant with a poster or
anything else : you own the copy of the poster
you bought but that don't give you any right
to use the picture for whatever.
