As far as I can understand, it's a explaination 
of that as of april nobody who does not give a 
bank to bank nor a credit card account will be 
able to have an account. And that there will be a 
fee of I believe it was 280 yen for anybody who 
does have a account with yahoo jp, doesn't matter 
if you sell buy or not (please correct me if I am 
wrong with that).
