In a word:  yes.

In several words:  Yes, and it's driving me 
(and a lot of the other old collectors) crazy.   
They really weren't expensive in the past, but for 
some reason the prices are skyrocketing.  Now, not 
only are the prices through the roof, they're 
getting really hard to find.

I credit the fact that the SMS and SuperS seasons 
were finally dubbed and aired on U.S. television. 
 Sailormoon picked up a lot more viewers then, and 
a lot of those viewers have seen the Stars season 
via fansubs now.  That's a good thing--otherwise, 
we wouldn't get to be watching original, uncut 
Japanese S episodes on DVD--but it's been bad for 
cel collecting.
