EMS packages are always insured, but since it came
from Japan, the claim needs to be filed over there.
What you need to do is contact the seller that you
got the cel from. They will most likly have you
send the whole package back to them, so that they
can take it to the post office on their end.
When the seller gives you the okay, put the whole
thing; cel, packaging and all in a new outer
envlope and mail it back to the seller.
Unfortunatly, you won't be able to keep the cel.
Some sellers might give you a hassle, because they
don't realize that since EMS is a Japanese service,
the package needs to be taken care of over there.
EMS has a website, that you might want to have them
look at if they give you a hassle. There are a
couple of dealers that I know of that will remain
nameless for the moment that state on their website
that they won't handle damaged packages for you and
I think this is because they genuinly don't know
that it's their responsibility.
Good luck (crosses fingers for babeyj)
