I don't think Taro has 'levels' of updates =/.  I
have been one of their regular customers for 3 or
so years now, and they have never done what you
have implied =/.  Actually, I miss more updates
than I can catch =(, so I'm usually left with
leftovers.  If I did catch more, I probably would
be able to order more =}, but I don't -_-.  With
the increase in the cel buyer market, my purchases
become more sporadic =( with my regular dealers
since there is more competition out there.  So far
this year, I have only been able to order from
Taro 2 times 8(, and most of those purchases are
from leftovers 1 to 3 days old after an update.

Dealers are very fair.  If you ask them to look
for something, then they might let you see it if
they find it (and remember you asked for it).
Besides, playing favorites would limit a dealer's
customer base.  By not playing favorites, a dealer
can build up a bigger customer base, so it doesn't
make sense for any dealer, including Taro, to do
so.
