Did the seller tell you that your cels are 
finally on their way?  Or did they still leave 
you hanging?  If you haven't a clue where the 
cels and if the seller doesn't plan on sending a 
refund, I'd go ahead and leave the negative 
feedback.  Then you should alert ebay via 
SafeHarbor about this.  That way you can get some 
of your money back thru ebay's insurance (minus a 
$25 deductible).  Good luck!
