I'm pretty new as well, but I do peruse Yahoo 
Japan. A friend of mine taught me this trick. If 
you go to AltaVista translations 
(http://babel.altavista.com/translate.dyn) , it 
gives you a pretty decent english version. You 
can also use the translation software to create 
your own Japanese. The trouble is, like Jen said, 
most sellers will not ship internationally, 
either because their English isn't very good, or 
they just don't want the hassle. But if you DO 
find one who will, I've found communicating with 
the translation software pretty easy. Just use 
short, simple sentences.

I've found cels by using the Keep Track page on 
www.cels.org , postings here, and ebay and yahoo.
