That happens sometimes if there are
any skips in the original lines or if
the creator wants thicker lines on
the cel; sort of an effects thing. I had
a few cels which were the same way.
Nice cel by the way:) I thought of going
for it when it was Japan Yahoo(with all the
sketches for 14000yen) but I missed the auction
by fifteen minutes>_<
