I agree, there are any number of people who have
at least occasional loading hiccups ^_- 

However, I've since moved to Opera as my browser
for Animanga/Cels.org (and any other sites I don't
want using cookies). I highly recommend it because
it seems to be faster loading for most sites 
(including Animanga), you can toggle images on and
off instantly (I browse with images off, speeds 
up loading, then just right-click if I want to see
something), and the download is tiny compared to
the other browsers. Around 2MB (nonJava) and 
supports BeOS, EPOC (whatever that is), Linux, 
Mac, and Windows. I haven't had any popups on 
Opera, either, with Javascript enabled.

With Netscape and IE on a PC I've had some 
problems as well.. It might be my ISP, can't tell,
though loading blank pages became a problem :P
(I use KillAd to kill any popups) No problems with
Opera so far. ^^
