Yes, there is problem sometimes (especialy
when they mess with the javascript of the ad)
but it's not common.

Bleu section ? Which blue section ? Err...
If you mean on Cels.org, that's normal : The
japanese pages are japanese encoded. If your
browser can't handle it correctly or don't
change from character encoding automaticaly,
you have to set-it up yourself.

What make you believe that T1 is good ? That's
only good up to your provider. Then it depend
of all the lines between.

Will look at the ActiveX stuff. But if you have
a quick way to just prevent pop-up, let me know :)
(that's fairly easy with javascript : just
redefine the "open" function to do nothing.
