3. IF YOU STILL CAN'T REACH AN AGREEMENT OVER THE PHONE OR
IF YOU CAN'T FIND THE SELLER OVER THE PHONE (some sellers
leave numbers that lead to answering machines that they
NEVER answer or check!), IT'S TIME TO BRING IN THE
AUTHORITIES!:
a. LEAVE NEGATIVE FEEDBACK FOR THE TRANSACTION.
b. CONTACT EBAY'S SAFEHARBOR AT SAFEHARBOR@EBAY.COM
Please note that eBay WILL NOT ACTUALLY HELP YOU AT
ALL! eBay is just there to collect money from the
auctions >8(, but this will at least put your
complaint on file. You can also try to claim some
money back for the fraud charges, but it will cost you
$20.00 to do so with eBay's insurance company =6,
making it quite useless for cheap purchases!
c. FILE MAIL FRAUD CHARGES WITH YOUR LOCAL POST OFFICE.
Just ask the postal clerk about how to file mail fraud
charges against someone for defrauding you using the
U.S. postal system!

I filed once against someone using this road. LONG
AFTER I SETTLED THINGS MYSELF (using a little luck),
I got a reply from the organization ONE YEAR LATER
from the state's government about it, so SOMEONE is
there relaying your complaints to someone EVENTUALLY!
It will at least put your case on file to the local
government.
Another optional e step (after this step d) I would suggest
is to try and contact the local authorities of the city or
state the person is living in (the local police department
or the state government) about what happened, and HOPEFULLY,
they might take action. On a story on Dateline NBC, it took
complaints from 100s of people against this one eBay seller
for the local sheriff to finally step in to take action. By
coincidence eBay thought they should step in as well, but it
was probably to cover their liability in the matter! >8(
I compiled this after 5 or so PROBLEMS/CHEATERS/SHILLERS I
had to deal with on eBay. eBay only helped me with the
shillers, but nothing else! Good luck on your pursuits, and
remember, EBAY IS USELESS TO HELP YOU!
