I am 99 percent sure that one the the Sailor Moon douga 
Anime Taro had up for sale this past week matches a cel I 
bought from them around 6 months ago.  I would be 100% sure
if I could go back and view it, but it was one the first
ones to sell (it was a Fiore cel).

I have bought many cels from Anime Taro and many to most of
them come with pencil sketches - certainly at no lower rate
then other sites I regularly buy from.  I'm willing to give
them the benefit of the doubt.  It could have easily been
accidently separated from the cel or it could be a
coincedence (albeit an unlikely one).  

I guess it would upset me to know they did it on purpose.
I value the douga because many times it holds interesting
information about the cel.  Most importantly it can verify
that a matching cel is a key cel and therefore is likely to
add value to the cel.  But, even if they did decide to
separate it, what can you do - it's their merchandise to
sell as they see fit.
