I became less confused after a friend pointed out to me that
"request" doesn't mean "order".  Master is willing to take
requests to look for cels that people want.  I guess some
people have backed out on him after seeing the cels he
found, so he made some rules to try to avoid this happening.

To place a regular order, you just need to email him with
which cels you want and your address and such.
