Hi,

Well, I think it means that when you request a cel from him,
you should explain what condition you want the cel to be in.

Maybe someone complained that there was a stuck sketch or
that there was trace line fading and that was not explained.
OR maybe that person was not descriptive enough about the
cel and that meant Master was stuck with a cel. I'm only 
guessing here but I just requested a cel from him and tried
to be as specific as possible. I told him that I wanted the
condition to be "good" (whatever that means -- but I've
ordered from him before so I'm okay with whatever he thinks
is "good") and stuck sketch was all right. I was also very
precise with my price range so I think that will help judge
quality. I also cited specifics about "eyes open" or
such things like that. I'm not sure if this is answering
your question.

Let me clarify (tired of all this yet?): I copied the little
list he provides on that page and answered the questions as
completely as I could (criteria being condition and specifics
about the look of the cel, itself). I also provided a picture
which was very similar to what I was looking for. 

I suspect that several people have cancelled on him through
a misunderstanding of these terms. He has suggested to me 
that he might stop doing these requests. So if you order,
please be very precise!

Sorry to be so long but this is a dealer I care about very
much and want him to stay in business.
