It's not as hard as you might think. Here's what I would do: Use a clean cotton swab (Q-tip) with a little bit of window cleaning fluid. Lay the cel on a flat surface and try to rub the paint dirts out gently with the damp swab. Be sure to cover up the part of the cel you don't want to remove paint from and keep a tissue handy.
