If it were me in this position, I would speak directly to the postmaster for your area. The item was delivered damaged. No ifs ands or buts - it was stamped as such on the package. The reason they make you turn things in when claiming damage is because in most cases, it doesn't make a difference - the person can go buy a new one of whatever was damaged. HOWEVER, cels are different in that they are one of a kind. . . You can't just take the money and buy another because even if it were from the same sequence, it would not be the same picture. (And chances are slim it would cost the same!) But they can be restored. *This* is what you need to underline to the postmaster - that the purpose of the insurance money will be to restore the cel to undamaged condition - NOT to buy a "new one". If the postmaster doesn't seem to get the idea, keep moving up the chain. Talk to his/her superior, and then the next person's superior, and then the next one's. . . These are not rules carved in stone. I assure you that if you're determined and you keep that up long enough and bother enough people, they will probably give you your money just to bloody well make you go away. ^_- Just remember - *THEY* are the ones who accepted YOUR MONEY for purposes of insurance. Underline to them that unless you get paid for the item THEY damaged, then you consider this to be fraud. (You have not gotten what you paid for.)
