Well, there's the concept of "Don't See, Don't Tell".
Although the production company may not be allowed to
release any cels (due to contracts with sponsors, etc.),
they will often let their employees secretly take them.
Technically, they are not allowed to. But they will turn
their backs and look the other way.
If the boss were to see a worker taking some
cels, he would be unable to let him do so. If asked a
question by a worker on whether or not he could take some
cels home, the answer would have to be "no". But if the
worker secretly took some cels home, the boss would not
mind.
The boss naturally knows that certain cels are stolen
by employees, but because he was not around to witness it,
he can claim that he doesn't know, and it could have been
some stranger who just walked into the studio...
It's sort of like how Japanese are much more open when
they drink. Even if someone says something bad, later on
they can claim,"Oh, he didn't know what he was saying--
he was drunk".
