I would just use a seperate frame for the cel and 
keep the sketch somewhere else . I would really 
display the cel because it would give it more of
a protection ,then letting it stay in your closet or
something .I always use a white background and add 
a mat or two to add color . When you go to the gallery 
or frame store just ask for 100% acid free material
and Uv resistant glass (they usually dont have 
plexiglass for frames ). Well, hope it helps you display
your anime art .
