I don't know about your El Hazard cel, as the background seems complex enough, but just because a background matches a cel very well, does not mean it is the matching production background. Often times simple painted backgrounds were made to match the cel. (I see this all the time with Violinist of Hameln, they find colors that would go well and have a background of colored streaks to emulate the light coming from the right direction for the cel... I've also seen trees, rocks, and simple walls that just don't show up anywhere else in the series...) Also, I've seen some backgrounds that come from other parts of series which go well with a cel, just by coincidencee (of course, I've seen many cases where people have just done horrid jobs of matching a background with a cel.)
