That's actualy totaly the reverse : It's because
Japan doesn't have an agreement with US post that
you can't use the "normal" postal money order : the
one where you don't have to send a cash-like stuff
to the other person.

The "normal" postal money order is far better
than the cash-like one as the postoffice directly
deliver the money to the person. So there is no
chance of it being lost, given to someone else
or the recipient claiming of not having received
it. Only problem is that the US postoffice is
awfully slow to handle them... In most other countries,
sending one takes the same time as a letter...
