  I'm not absolute on this but
 I think it has something to do
 with agreement laws and the customs
 of different countries.Some money limit
 is set or a waiting period is imposed 
according to that countries cutoms laws 
and agreements with other countries.It 
was explained to me along those lines.
Anywho just tell the person at the post office
 that the money order is for Japan 
(they seem to be most liberal)no matter
 where you are sending it(even if you have
 to mail it a little later)
(if that makes you feel better)
 if you want to make your life easier.
If you want to obey laws....Anyone who
 knows for sure?
